PANS Members Group Minutes – 20th February 2026

Discussion of Questionnaire (Training and Development)
- Members started the meeting reviewing the results of the PANS Questionnaire which took place in December 2025.
- Following review of results regarding training, a proposed addition to the PANS Benefit package was introduced.
- Members expressed concerns that the proposed training was not sufficient in scope or depth. This prompted further conversation regarding the quality of the training provision.
- It was highlighted that PAs have to “wear many different hats” and are required to undertake multiple responsibilities in their role.
- It was felt short courses do not reflect the level of professionalism expected. PAs want their role to be valued and recognised as professionals, and receive training that supports this.
- It was agreed that PANS will distribute the offer as ‘Awareness Courses’ to better reflect it’s purpose.
The conduct of Self-Employed PAs and how concerns can be appropriately managed through PVG or SSSC processes.
- Members raised concerns that PVG registration alone does not provide sufficient safeguarding coverage for Self-Employed PAs.
- There is limited monitoring following PVG Certification
- A five-year registration period without review is too long and this oversight may leave clients in vulnerable situations.
- There was a consensus that additional mechanisms are needed to strengthen accountability and reassurance of care standards.
- It was noted there is a potential gap in background checking processes.
- Members proposed using the PANS database as a form of quality assurance mechanism. The idea would involve introducing a review element and creating a system that provides professional recognition to employers. This concept requires further exploration and discussion
